<p>The casino announced through its website that it would be temporarily closed while workers try to drain the water and repair the interior. The casino is slated to close 1 July after pressure from state gaming officials and decreased revenues.</p>
<p>The Missouri gaming commission has capped the number of casino licenses available in the state to thirteen. With the President&#8217;s soon-to-expire license up for grabs, many developers and gaming companies are vying for that final license.</p>
<p>Officials in St. Louis, the state&#8217;s largest city and home to Lumiere Place, are pursuing options to keep the newly-available license within the city limits. In preparation for a new casino facility in St. Louis, city land management officials will soon advertise for a Request for Proposals for firms considering building a new site.</p>
<p>At the same time, St. Louis Mayor Francis Slay criticized gaming commission board members for their decision to close down the President, despite the fact that the casino did not violate any state gaming laws that would typically call for a license revocation. Mayor Slay said that neither he nor St. Louis County officials were consulted on the state&#8217;s decision to shut down the President and that the city would lose more than two hundred jobs and US$2 million in revenues.</p>
<p>Pinnacle Entertainment, which owns both the President and Lumiere Place, is one of the contenders for the old license. The company also owns the new River City Casino in South St. Louis County. Other companies seeking out the license include North County Development in North St. Louis County, Dream Big LLC in Cape Girardeau and Wild Rose Entertainment LLC, based in Des Moines, Iowa, which is hoping to build a new casino complex near Kansas City.</p>

<p>Bwin, which had an unhappy joust with French authoritarianism some years ago over football advertising that resulted in the brief detention of its joint CEOs, hopes to obtain a licence before the summer, the group&#8217;s investor relations manager Konrad Sveceny told the newspaper.</p>
<p>The detentions led to Bwin withdrawing from the sector, but the group is now ready to compete again after signing a joint venture agreement with the publisher of French sports newspaper L&#8217;Equipe.</p>
<p>&#8220;We have long fought for liberalisation [of the French online gambling market] and obviously think this is a good decision,&#8221; Sveceny said.</p>

			<content:encoded><![CDATA[<p>The European Gambling and Betting Association, home to many of Europe&#8217;s largest online gambling groups, reported this week on recent research into payback percentage, carrying an interview with Dr Jonathan Parke, senior lecturer from the University of Salford. </p>
<p>We reproduce key elements from the EGBA interview: </p>
<p>EGBA: What was the objective of this research? </p>
<p>JP: The objective was to provide the first comprehensive literature review on the impact of payback percentage on gambling behaviour, with a particular focus on the areas of problem gambling and social responsibility. </p>
<p>EGBA: What is a payback percentage? </p>
<p>JP: Payback percentage is the percentage of stakes given back to players in the form of prizes over the long term on a particular game. At any given stake level, the lower the payback percentage, the higher the price to play the game over a specified period of time, and vice versa. The payback percentage is a key competitive element in the gambling industry that contributes to the price that is paid by a player to place a bet or play a game. </p>
<p>EGBA: Why address payback percentage in the context of problem gambling? </p>
<p>JP: In the context of gambling reforms, some EU Member States are introducing a restriction on the payback percentage with the expectation that it will reduce problem gambling. It is therefore important to consider the appropriateness of such a restriction and whether it should be prioritised. This was the exact purpose of this review: namely, to examine the existing research on a potential relationship between payback percentage and problem gambling. </p>
<p>EGBA: What are the main findings? </p>
<p>JP: The review concluded that there is no credible evidence to claim that the payback percentage has an impact on problem gambling. As a result, there is currently no evidence to suggest that placing a maximum limit on payback percentage would be an effective means to prevent or reduce levels of problem gambling. </p>
<p>This conclusion was in part due to the fact that the research on this subject so far has focused on gambling behaviour more generally and not directly on the impact of payback percentage on problem gambling specifically. </p>
<p>Thats why the review also had to consider studies examining the opinions of specialists and experts in the gambling field. These specialists consistently rated payback percentage as one of the least important factors affecting problem gambling. Also, specialists did not discriminate between a higher or lower payback percentage as being more likely to impact problem gambling. </p>
<p>For example, in one study (White et al, 2006) the researcher group of specialists ranked both a higher payback percentage and a lower payback percentage as the joint least important factors contributing to problem gambling out of 27 possible parameters. </p>
<p>Based on this current review, I conclude that there is no scientific evidence at the moment to formulate any definitive regulatory policy regarding the appropriate controls of payback percentage to prevent and minimise gambling-related harm.</p>

Winning the GBP 1 000 buy-in No-Limit Hold&#8217;em event was a signal achievement, giving Kelly the major prize worth GBP 136 803, another WSOP bracelet (his second) for a growing collection, and the distinction of doing so for the first time as an Englishman in England. And capping it all, Kelly became only the second player to win a WSOP bracelet in the USA and in the UK.</p>
<p>It was not an easy ride for Kelly as he battled his way through the record field to face French poker pro Fabien Dunlop in the hotly contested heads up. Dunlop, who had started the final table in the chip lead, proved to be a tough opponent, demanding all the controlled aggression that Kelly could muster to triumph.</p>
<p>The final table at the Empire Casino in Leicester Square comprised Fabien Dunlop holding the chip lead on 538 000, pursued by Kelly on 317 500 and followed by James Tomlin, William Martin, Richard Allen, Anthony Roux, Adnan Alshamah, Thor Drexel and Neil Suarez.</p>
<p>Kelly later observed: &#8220;I had to play tight early on because of Fabien with the big chip lead, but I knew if I got heads up with him I am a better heads up player, so I figured I could take him on there,&#8221; he said. </p>
<p>And that&#8217;s how it panned out &#8211; Kelly playing a tight, disciplined game which still left him at a 2 to 1 disadvantage to his French opponent in the heads up, but he hammered away until he was victorious.</p>
<p>Kelly plans to play in the WSOPE main event, buoyed by his big win and the main event seat it brings to him.   </p>

<p>&#8216;Udon Wannit&#8217; collected a healthy $1 286 400 consolation prize for his second placing.</p>
<p>Timoshenko&#8217;s latest win brings his career earnings to over $3 million, including $2 149 960 from the 2009 WPT Championship and $500 000 from his APT Macau win in 2008. </p>

<p>Pappas said: “The way they were structuring it in Massachusetts made a lot of sense. We are continuing to work vigorously on the federal level, but as the opportunities arise at the state level, we will seize on those as and when they make sense.</p>
<p>“We thought it was the best way we could get online poker licensed and regulated and for the state to collect the revenue, while not limiting the benefits to states with sufficient population to support an intrastate network.&#8221;   </p>
